AT&T's version of the LG Optimus One has finally been updated to Android 2.3 Gingerbread, many months after its internationally-selling siblings received the same treatment, and even a few months after Android 4.0 Ice Cream Sandwich was released. And while it's unclear if the Optimus One line (including the Phoenix) will be updated to that at some point, if you own an LG Phoenix you should at least be happy that an update is now available for you. And not ‘on its way', mind. For this is not an over-the-air affair, unfortunately, so you'll have to use a computer (running Windows, no less) to perform the update.
