Ars Technica has a steller report on the South Carolina state legislature's recent passage of a bill that “effectively makes it difficult, if not impossible” for town and city governments to create their own municipal Wi-Fi networks - networks that are aimed at giving citizens taxpayer-funded, free-to-use Internet service. The two big powers behind the legislation, Ars reports, were AT&T and the American Legislative Exchange Council (ALEC), a group that creates corporate-friendly model legislation for state legislators to pass.

Google prepping Nexus 10 tablet, report claims

. Google is reportedly planning a 10-inch version of its Nexus 7 tablet, according to a report from Digitimes. The tablet's display panels will be supplied by Wintek and AU Optronics; Google previously ordered 500,000 touch panels from Wintek for its Nexus 7 tablet in June, the report claims. Google's Andy Rubin revealed earlier this year that the Mountain View-based company was doubling down on the tablet market in 2012. Google is betting big on its 7-inch slate and based on its performance, could quite possibly release a larger model to compete with Apple's iPad.

Now that the dust has settled on the big Windows Phone 8 hoedown, Redmond is filling in the details of all its announcements. To wit, it just released a list of the 180 countries that will get access to its WP marketplace and developer app hub. That number is a big jump from the 63 markets and 38 app hubs of today, and with in-app purchasing coming soon, Microsoft emphasized that point - along with the 100,000 apps in stock - to developers. The software giant also added that the marketplace will filter apps by phone screen resolution and "other key characteristics," allowing easier targeting of users.

Google Chrome for iOS is now the most downloaded free app in the App Store

Following the official debut of the Google Chrome browser in the iOS platform today, it appears that the app is now hitting the charts by becoming the number one free app in the App Store. This is interesting considering the fact that the app has just been officially released in iOS a few hours ago. At the Google I/O developer conference today,  Vice President of Chrome Brian Rakowski demonstrated Chrome using an iPhone and a MacBook. Chrome is currently available for iOS 4.3 or higher devices and it supports Chrome sync, a nifty feature that lets users synchronize tabs, bookmarks and log-in credentials across multiple devices.

Coca-Cola's A011 vending machine keeps drink cool without using (much) power

So maybe that self-chilling soda didn't pan out, but Coca-Cola is working on another method for keeping its beverages cool without using power. In partnership with Fuji Electric Retail Systems, the company has developed the A011 vending machine, which is capable of keeping drinks frosty for up to 16 hours a day without using energy. The A011 works by shifting the cooling process from mid-day, when energy use is higher, to nighttime, when there is a higher power capacity. Even after the machine stops powering the chilling, the unit's temperature only rises slightly, thanks to vacuum insulation and an airtight design.

We're live at day two of I/O and the theme of this keynote is all about "Going Google." With this focus on Mountain View's various cloud-based apps, Clay Bavar, Director of Product Management for Google Apps, announced that Docs will now work offline for editing. In the onstage demo, Bavar was able to log into several devices, including a Nexus phone and tablet, to interact and collaborate in real-time on a document. Thanks to the smooth syncing at work, edits made from each device showed up as they were being entered, keystroke-by-keystroke. Now, those edits can also be created without a working internet connection and synced up later.

We've had some indication that podcasts would be receiving an app of their own with iOS 6, but it looks like we won't have to wait that long after all. Apple has just released a new standalone app dubbed simply “Podcasts,” which is available for iOS devices running version 5.1 or later. It expectedly offers a variety of ways to browse and discover podcasts among the thousands available (including a new Top Stations feature that groups select podcasts by category), as well as the ability to either stream episodes or download them for offline use.

Google has just announced a new feature for Google Play that's sure to please anyone who's sat though an app update that never seemed to end. It now offers what it calls "Smart App Updates," which will let developers provide incremental updates to apps instead of forcing people to download a new APK everytime. On average, Google says those should be about a third the size of typical updates. What's more, the company has also announced that it's bringing added encryption measures to Android, which will let paid apps be encrypted with a device-specific key that makes them harder to rip and share.

Last week, unnamed sources told consultant group Nomura that Microsoft may be working with a contract manufacturer to produce its own Windows Phone 8 smartphone. At the time of the report, sources weren't sure if the device would simply be a reference platform, or an actual Microsoft-branded smartphone it plans to bring to market. “We would not be surprised if Microsoft were to decide to bring their own handset to market next year given that Microsoft has decided to bring to market their own Windows 8 'Surface' tablet/PC products,” Nomura analyst Rick Sherlund said.

The New York Times is reporting that Facebook's app on the iPhone is slower than almost any of the other 499,999 apps available for the device. The publication cites the number of customer reviews in the App Store – 21,000 out of 38,000 – rating the app with a single star score. So the folks reportedly convinced two of Facebook's engineers to speak about the social networking giant's unreleased products. The engineers, who asked not to be named, allegedly said that Facebook has revamped its iOS app and that it's geared for one thing which is speed.

UK gets Mazda MX-5 Miata Kuro special edition

The word "kuro" means "black" in Japanese, and several special edition kuro models have made there way to the UK from Japanese automakers in the past few years: the Nissan Juke Kuro last year and the Mazda RX-8 Kuro in 2007. Mazda has gone back to black with the MX-5 Kuro, but unlike those other cars, this one is oddly available in Crystal White Pearlescent, as well as Velocity Red Mica and Brilliant Black. It will come in either 124-horsepower, 1.8-liter soft top or 158-hp 2.0-liter Roadster Coupe forms (read: retractable hardtop).

It's hard to ignore Google's X Lab-born Project Glass. News of the slim-lined, scifi goggles' existence first surfaced this past February and it wasn't long after that Mountain View's own elite began to flaunt the heads-up display in public. As part of its unveiling of Android 4.1 Jelly Bean, Google has unveiled Project Butter, a major effort to squash Android's frequent problems with device lag, as well as Systrace to help diagnose performance. Project Butter lets the CPU and graphics run in parallel, rather than crash into each other, and has a big impact on both real and perceived speed: the entire interface runs at 60 frames per second on sufficiently fast hardware. Graphics are now triple-buffered to keep scrolling and transitions humming along, and the processor will swing into full gear the moment you touch the screen to keep input lag to a minimum.

An Asus executive has confirmed to Reuters what everyone was already thinking about Google's first own tablet: it will be targeting Amazon and its affordable Kindle Fire. Google's tablet, likely called Nexus 7, will also have a 7 inch display. It will probably run Android 4.1 Jelly Bean, and could be officially announced later today, at Google's I/O conference. According to Reuters, the tablet will be co-branded with Asus (which is its actual manufacturer).

MediaTek MT6577 helps push dual-core Android 4.0 smartphones under $200 contract-free

It isn't hard to get an Android 4.0 phone under $200 if you're willing to sign your life away with a contract. Getting one that's worthwhile at that same figure contract-free, however, requires some jumping through hoops. MediaTek must be an acrobat, as it just released the MT6577, a chip design for the most entry level of smartphones. The part's frugal focus doesn't keep it from stuffing in a dual-core, 1GHz ARM Cortex-A9 processor, a PowerVR SGX series 5 for graphics and an HSPA modem for 3G.

Samsung wasn't saying much about US availability when it showed off its new Series 9 monitor back at CES in January, but it's now finally confirmed that it will be available at a number of different retailers starting June 29th (following a brief "prelaunch" period with Newegg). Coming in at the expected $1,199.99, this one is a 16:9 LED PLS monitor, and it packs a suitably high-end 2560 x 1440 resolution along with most of the other features you'd expect from a $1,200 monitor: HDMI, DVI and a pair of USB ports, an all glass and metal enclosure, and support for MHL-enabled smartphones and tablets.

Qualcomm to deliver Snapdragon SDK to Android developers

At this year's Uplinq conference, Qualcomm hit Android developers with some exciting news. In the coming months, the chip maker will deliver a Snapdragon software development kit (SDK) that will provide devs with access to the "next-generation technology and features" embedded in its processors. Through APIs, the kit will allow application architects to leverage facial processing, burst camera capture, surround sound recording, echo cancellation, sensor gestures, low power geofencing and indoor location capabilities. Initially, the SDK will only be available for the S4 8960 wafer, but Qualcomm hopes to include more models over time.
