Nokia CEO Stephen Elop thinks that dual-core and quad-core processors are just a waste of battery, and that to the consumers they aren't all that useful. This is something which, in his opinion, has been proved by ‘competitions' such as Smoked by Windows Phone, or the similar Blown Away by Lumia organized by Nokia itself and not Microsoft. These marketing campaigns/competitions aim to prove that Windows Phones (all using single-core processors) are faster at day-to-day tasks than the competition (which is mainly using multi-core CPUs for its high-end offerings these days).
